There have been rogue officers inside the Japanese police intelligence, though they did not control the whole division in the early 1990s. Looking back the Japanese politics, there was sometimes a sign of their influence, which was not continuous. It indicated that their power was still fragile even in the intelligence circle.
Although, it was assumed that the majority of covert operations were planned and executed by them. The electromagnetic wave technology should have progressed to conduct a political manipulation until then, but it was apparently not shared within the police department.
Their power might have been deprived by other police ranking officers, such as careers from the investigation division, which made them impossible to pursue their political goal. He was the second in command and there were three others below his rank, a chief secretary, intelligence chief and investigation chief.
On 13 March 2000, the investigation chief, Hayashi was also down and retired accordingly due to a bad health. Two of the top five were hospitalized continuously in the police department.
This timing was actually critical to the Japanese politics as Prime Minister Obuchi had a stroke on 2 April 2000 and deceased within months. This streak highly suggested this seizure was a result of the electromagnetic wave, done by the same group attacking the police ranking officers. That was a covert rogue team within the police intelligence.
I had no idea why they targeted him in this way, though there was a possibility that this outcome was out of their expectation. It is a known fact that some of us have suffered from the stroke when the delta wave is irradiated to the brain. It means you can create a stroke intentionally, but at the same time, you might create this symptom unintentionally when trying to manipulate the subject’s brain.
Although, their action was not acceptable even if it was unintentional and this kind of political operation was never permitted in Japan. This was just an assassination and there were officers who were responsible for this crime.

As you can see, three of top five ranking police officers were hospitalized in one year with unknown cause. It is almost improbable to occur accidently, which became more unlikely considering that the prime minister was gone in the same timeline.
As a result of these electromagnetic operations, this rogue covert team successfully controlled the whole intelligence division. At the same time, they secured a position to rule the whole police department within the next few years.
All in all, they started to dominate a covert intelligence team from the 1980s to early 90s, and then it was escalated to control the whole intelligence from the late 90s to 2000. That was why there was a slight trace of their political activity in the early 90s, but it was not continuous as their power was still fragile.
They were political in nature, so that they have targeted to turn over the Japanese politics since they seized the whole police force. I was not sure a death of the prime minister was a trigger to their escalation or it was one of the processes to demolish Japan for their revolution. In either way, they have conducted numerous political operations since early 2000.
There is another important meaning we can gain from this streak of operations that the prime minister and police chief had even no idea of the electromagnetic capability. That was why this covert team could have taken over the power using this device, which also meant that this technology was so hidden and covertly owned by the small circle within the global intelligence community.
